IPANM is not afraid to take strong stances on many current issues threatening our industry. We have to! Seemingly minor changes to regulations or rules can have a major impact on the financial solvency of our small oil & gas producers. While we will never compromise on our duties to protect human health, fresh water and the environment in our daily activities, we will fight unnecessary government overreach when new regulatory proposals are not based on sound science and do little to protect the environment.

Based on what we know, it’s tough to tell if the executive order issued last week by Land Commissioner Stephanie Garcia Richard banning new oil and gas leases on state trust land within a mile of schools is an environmental safeguard of substance, or a solution in search of a problem.

Garcia Richard said her June 1 order demonstrates a “commitment to the students of New Mexico today — that their health, their access to clean air and water is a right that we should be protecting with our policies.”

We certainly agree protecting the health of children is a paramount priority. But…..

IPANM (June 2, 2023) – The following statement has been released by Jim Winchester, Executive Director of the Independent Petroleum Association of New Mexico regarding the Department of Interior’s decision to enforce a 10-mile buffer zone drilling moratorium around Chaco Canyon:

“The arbitrary 10-mile boundary imposed around Chaco Canyon announced today is discompassionate to generations of Navajo Allottees — many living in poverty — who will now lose out an estimated $194 million in potential royalties; is indifferent to the pleas of the Navajo Nation against a blatant government taking; is complete capitulation to pressure from outside environmental groups who simply want to outright ban all oil & gas drilling; and, is highly unethical due to Secretary Deb Haaland’s own family conflict of interest due to her daughter’s local political activism.

IPANM has long supported responsible oil & gas development around culturally sensitive sites, including support for a 5-mile buffer around Chaco Canyon which offers a natural geologic barrier of environmental protection, recognizes the culturally sacred nature of the site, and safeguards historic structures against potential physical damage.”

IPANM Releases Statement on SLO Leasing Moratorium Near Schools 

IPANM (June 1, 2023) – The following statement has been released by Jim Winchester, Executive Director of the Independent Petroleum Association of New Mexico regarding the State Land Commissioner’s announcement related to leasing moratoriums on certain state lands:

“IPANM agrees that safe and reasonable setbacks are necessary between certain production sites and schools, however, we have concerns that the distance to be enforced under the State Land Office’s assumed discretionary authority is arbitrary and isn’t based on any definitive evidence of health impacts.  While it would have been appropriate for the State Land Commissioner to consult with industry before issuing this order carte blanche, we will work with her office on a case-by-case basis if there are particular tracts of land that might otherwise be safely and responsibly developed to provide critical revenues to improve New Mexico’s schools.”

IPANM was part of a coalition of state and federal trade associations was successful in stopping the confirmation of Ann Carlson as head of the National Highway Traffic Safety Administration.

The Senate Commerce Committee indicates that the coalition played a key role in achieving the withdrawal of a nominee who intended to use her position to try to bring about the demise of the internal combustion engine and by extension, our industry.

American Oil & Gas Reporter (May 24, 2023) — IPANM Executive Director Jim Winchester and Board President Alex Campbell of Enduring Resources recently sat down with American Oil & Gas Reporter to discuss the industry in New Mexico.  Both discussed New Mexico’s regulatory climate, 2023 New Mexico Legislative Session, and IPANM’s upcoming Annual Meeting.

The 2023 Session demonstrated that moderate Democrats know oil and gas fuel the state’s economy and way of life.  Despite pressure from an increasingly progressive state legislature, moderate, fiscally conservative Democrats were unwilling to hurt an industry that provides about 40% of a state budget that in 2023 enjoys a $3.6 billion surplus. “They finally are recognizing our industry’s dramatic impact on the people of New Mexico,” Campbell says. “It benefits the citizens of New Mexico every day.”

As IPANM prepares for its 2023 Annual Meeting, scheduled for July 19-20 in Albuquerque, Executive Director Jim Winchester says the group finds itself immersed in regulatory and permitting matters. “IPANM is as focused as ever on those issues, because both state and federal authorities are throwing curveballs,” he reports. “We are working with regulators, trying to make the process more consistent and efficient.”

Hart Energy (May 25, 2023)  .. The U.S. oil and gas industry is fighting a Biden administration intent on eviscerating production, the chairman of the IPAA told SUPER DUG attendees on May 22. “The Biden energy policy, frankly, is schizophrenic or maybe it’s bipolar in that…my Democratic lobbyist friends tell me that when Joe Biden speaks off-script, believe what he says. And when he says ‘no new drilling,’ that’s his heart speaking,” said Steve Pruett, leader of the industry group and president and CEO of Elevation Resources. And while Energy Secretary Jennifer Granholm is doing her best to speed up project permitting, “the reality is the Biden administration and his staff really want to see less oil and gas produced in the United States,” Pruett said. “And there’s no way that the renewable strategy or the ‘energy transition,’ as he calls it, can meet the needs of not only this nation, but of our strategic allies across the globe.”

Reuters (May 18, 2023) – New Mexico’s crude oil production grew more last year than any other U.S. state, including top producer Texas, and accounted for half the nation’s overall gain, signaling its importance in expanding U.S. oil output.  The state’s production rose by a record 300,000 barrels per day (bpd) in 2022, to 1.6 million bpd, the U.S. Energy Information Administration said on Thursday. It was the third consecutive year that New Mexico’s increase outpaced other states.  Overall U.S. crude oil production grew by 600,000 bpd in 2022, averaging 11.9 million bpd, the EIA said.  “New Mexico is like the new frontier, and there’s a lot of upside potential,” said Phil Flynn, an energy analyst at Price Futures Group. “Some people argue that some of (Texas’s) best wells have been drilled.”  Texas is still the largest oil-producing state with output totaling nearly 5.3 million bpd in February, far ahead of New Mexico’s 1.8 million bpd, the most recent EIA data showed.
