IPANM is not afraid to take strong stances on many current issues threatening our industry. We have to! Seemingly minor changes to regulations or rules can have a major impact on the financial solvency of our small oil & gas producers. While we will never compromise on our duties to protect human health, fresh water and the environment in our daily activities, we will fight unnecessary government overreach when new regulatory proposals are not based on sound science and do little to protect the environment.

IPANM & Western Wire (Hydraulic Fracturing) – IPANM is pushing back on SB459, a legislative bill that proposes a four-year moratorium on hydraulic fracturing. “I would immediately expect that if this legislation were to pass, you would see the mass exodus of both large and small oil and gas producers away from New Mexico to other states,” Jim Winchester, Executive Director of the Independent Petroleum Association of New Mexico (IPANM), told Western Wire.

IPANM (Royalties) – A new study conducted by the non-partisan Tax Research Institute shows that New Mexico oil and gas operators already contribute the greatest percentage share of total oil and gas production value to the government compared to the other states. The findings were presented on Friday, January 18, 2019 to the New Mexico House Appropriations & Finance Committee. Despite these findings, IPANM anticipates the New Mexico State Land Office will continue to push for higher royalty rates during this 2019 Legislative Session.  See links below for actually study results and news coverage.

LOS ALAMOS MONITOR (METHANE) – State Senator John Arthur Smith and House Minority Leader James Townsend have reacted to Gov. Michelle Lujan Grisham’s plans to push for new methane regulations. IPANM will be closely monitoring these proposals and taking positions that will protect, defend and promote independent producers in regards to this issue.

CARLSBAD CURRENT ARGUS (ROYALTIES) – Representatives from the BLM’s Washington D.C. headquarters presented a check of over $460 million on Tuesday at the BLM’s Carlsbad Field Office.

The Bureau of Land Management’s September lease sale in Southeast New Mexico of federal land to the oil and gas industry generated about $972 million, with 48% of it going to the State of New Mexico.
