As the voice of Independent producers in New Mexico, IPANM’s mission is protect, defend, and promote the work of our members and all of industry. New Mexico’s future and America’s future needs to be shaped by a policy of energy freedom. This “all of the above” approach is fundamental to ensuring all sources of energy–including fossil fuels–can compete to produce safe, reliant, and affordable energy to better the human condition. However, dangerous forces are pushing against energy freedom. Local, state, and federal governments are under the thumb of disingenuous environmental groups who want to pick-and-choose energy winners, under the guise of climate change. With governments already mobilized to kill the oil and gas industry in favor of unreliable and expensive renewable sources, New Mexico & America stand to lose jobs and domestic security. Furthermore, reducing fossil fuel supplies disproportionately hurts those in poverty (18% of New Mexicans). The “Green New Deal” and other progressive policies must be exposed for what they are: a pathway to self-inflicted, socio-economic suffering. With a weakened domestic energy landscape, Americans will beholden to nefarious foreign governments (such as Russia and China). As already demonstrated, these foreign powers do not have the best interests of the people or the planet at heart.

(IPANM & Platts) Jan. 27, 2021 – President Joe Biden implemented a moratorium on new oil and gas leases on federal lands and waters through an executive order on Jan. 27 that is expected to have a longer-term impact on US production.

The moratorium represents a pause on new oil and gas leasing “to the extent possible” and also initiates a new review of existing fossil fuel leasing and permitting practices.

“We’re going to review and reset the oil and gas leasing program,” Biden said at the signing ceremony, citing the need to preserve public lands.

New Mexico would be hit the hardest, with 57% of all onshore federal production coming from federal lands located in the state.

IPANM (Jan. 27, 2021) – – The following statement has been released by Jim Winchester, Executive Director of the Independent Petroleum Association of New Mexico:

The Biden administration continues to attack the hardworking oil & gas producers, drillers and field workers of the United States. These actions particularly hit New Mexico harder than other oil & gas producing states due to our high percentage of federal lands and mineral rights.

With the stroke of a pen, New Mexico will now lose thousands of jobs, and millions of dollars in leasing of federal acreage. Federal permits to drill, sundries, and rights-of-way are all on hold with an uncertain future. Our oil and gas producers report that these orders are the equivalent of dropping a bomb on their operations.

The clear winners of these actions?  Foreign oil producing countries. Americans still want to fly and drive. While the demand for fossil fuels will remain unchanged, the supply will have to come from foreign adversaries. The Biden administration has just empowered countries most hostile to the United States.

The clear losers? In addition to hardworking Americans, the environment. Domestic oil & gas production ensures environmental protections, whereas foreign actors, including Russia and China, have far fewer regulations in place. The Biden administration has just accelerated climate change.

IPANM strongly urges the Biden Administration to reconsider bans on federal leasing and permitting, and end their attacks on the oil & gas industry.

Forbes (January 24, 2021) – Officials in the state of New Mexico professed to be taken aback last week by President Joe Biden’s day-one decision to impose a 60-day moratorium on all oil and gas-related leasing and permitting actions on federal lands. It is a decision that will have major ramifications on the state budgets of New Mexico and other Western states, especially if it is extended beyond its initial term and backed up by Biden’s promised ban on hydraulic fracturing on federal lands.

New Mexcians Are The Real Losers Under Biden Oil Ban

IPANM (Jan. 21, 2021) – On the second day of the Biden administration, the Interior Department has issued a temporary order that takes leasing & permitting decisions away from local BLM offices across the country. The move effectively halts all leasing and permitting on federal lands, which adversely impacts operators in New Mexico.

Per a news release on the BLM’s website:

“The Interior Department has issued a Secretarial Order that temporarily elevates review of relevant agency decisions, including final agency actions, regulatory actions, and energy development. During the 60-day window that the Order may be in effect, decision-making over these matters will be reserved for Department leadership for the purposes of reviewing questions of fact, law, and policy they raise.”

By forcing local BLM offices and bureaus to await any decisions from the Biden Administration on federal leases, it is clear the 60-day halt is a suspension of new leasing and drilling permits on federal lands in New Mexico, and across the country. The order specifically does not limit existing operations.

While campaigning for President, then-candidate Joe Biden pledged to ban new drilling on all federal lands permanently. Such a move would hit New Mexico harder than other oil & gas producing states due to the high percentage of federal land & mineral rights in the state.

IPANM members report that the order is the equivalent of “dropping a bomb on our operations” as plans to develop federal lands for oil & gas production are now on hold. Biden’s nominee for Interior Secretary, Rep. Deb Haaland of New Mexico, was one of the authors of the Green New Deal and “wholeheartedly supports a permanent ban on fracking and new drilling” on federal lands. The consequences of such an action would disrupt the United States’ recent status as the number one producer of oil in world due to the boom in domestic shale oil development, especially in the Permian Basin of Texas & New Mexico. With lower domestic production, the United States will return to a dependency on foreign oil as consumers will still demand fossil fuels as a reliable energy source.

IPANM strongly urges the Biden Administration to reconsider any temporary or permanent ban on leasing and permitting of federal lands.

The Center Square (January 8, 2021) – Tougher restrictions on oil and gas development on federal lands in New Mexico potentially stand in the way of the state’s economic recovery from the COVID-19 pandemic, an industry group warns.  Jim Winchester, Executive Director of Independent Petroleum Association in New Mexico, said that while he expects overall production levels in 2021 to decline a small degree, he’s concerned about smaller, independent producers that may be disproportionately hurt by new regulations put in place by the incoming Biden administration.

Courtesy Innovex Downhole Solutions & Alex Epstein (Dec. 9, 2020) – A letter written by Innovex Downhole Solutions CEO Adam Anderson to the CEO of The North Face perfectly summarizes how corporate sanctimony fails to consider the moral case for the oil & gas industry. Anderson called out The North Face’s refusal to sell its winter apparel to Innovex for employee Christmas presents.

Anderson uses his letter to point out that oil and gas production promotes human flourishing, as cited in author Alex Epstein’s bestselling book, “The Moral Case for Fossil Fuels.”  Anderson specifically mentions that oil & gas production can be linked to increases in average human lifespan over the past century, and the production of lifesaving technologies, including the upcoming critical dissemination of COVID vaccines.

Anderson concludes his letter by calling out The North Face’s own hypocrisy.  “The irony…is your jackets are made from the oil & gas products the hardworking men and women of our industry produce,” Anderson writes.  “I think the stance by your company is counterproductive virtue signaling, and I would appreciate you re-considering this stance.

And so while we appropriately focus most of our attention on COVID-19, we should also make sure that we don’t lose sight of how important natural gas has been in powering America and leading the charge to a cleaner environment.

“Joe Biden’s declaration to phase out drilling for oil & gas on federal lands represents a direct attack on the livelihood of New Mexicans,” said IPANM Executive Director Jim Winchester. “New Mexico has one of the highest federal land ownership percentages in the United States. Denying access to oil production on those federal lands would devastate New Mexico’s economy, cost tens-of-thousands of state jobs, and significantly cut state revenues. That equates to hundreds of millions of dollars of lost revenue for education, public safety, and healthcare in New Mexico. Furthermore, phasing out fossil-fuels is extremely short-sighted given the technological advancements of the oil & gas industry that have already led to significant methane emission reductions.”

His position means the country is much less at the mercy of other oil-rich regimes but has attracted criticism for not focusing more on renewables.  Joe Biden, the former vice president who seeks to replace Trump in the White House, has a very different view on fossil fuels, pushing a version of the Green New Deal in a world grappling with climate change.
