IPANM (FINANCIAL ASSURANCE) – After the 2018 Legislative Session, the New Mexico Energy, Minerals, and Natural Resources Department moved forward on developing a tiered proposal for blanket Financial Assurance bonding for wells. EMNRD’s first draft proposal featured 3 tiers. As a result of Special Board of Directors meeting in early March of 2018, IPANM counted with our own proposed tier levels. Attached is the IPANM Tiers & Implementation Proposal that came out of the March Special Board Meeting. Executive Director Jim Winchester took this proposal to EMNRD Secretary Ken McQueen to lobby on IPANM’s behalf.
